Upload and manage A1 (PKCS#12) certificates for issuance.

Permissions: nfse.certificates.view to list and nfse.certificates.manage to upload/revoke.

Uploads an A1 certificate (.p12/.pfx) for a company. The certificate is parsed, its validity is checked, and its CNPJ must match the company's.
